Science Applications International Corporation OVP MP X220.27/223.4
An Employee-Owned Company Mountain House Development Reports
' DCN:C20-SAI-MOUNTAIN-HOUSE01-07046
' March 31, 2005
Mr.M. Scott Mansholt
Chevron Environmental Management Company
6001 Bollinger Canyon Road, Room K2066
' P.O. Box 6012
San Ramon, California 94583-2324
' Subject: Site Investigation Work Plan
Mountain House Development, Mountain House Site#6
Mountain House, California
' Dear Mr. Mansholt:
At the request of Chevron Environmental Management Company (CEMC), Science Applications
' International Corporation(SAIC)has prepared this work plan to delineate the lateral and vertical extent of
petroleum-affected soil and groundwater adjacent to Byron Road at Mountain House Site#6, located
within the Mountain House Development, Mountain House, California. This work plan is being prepared
' in accordance with the Technical Approach to Site Evaluation and Decision Making(CTA) (Geomatrix
Consultants, Inc. [Geomatrix] 2005). A site vicinity map is attached as Figure 1 and a proposed boring
location map is attached as Figure 2.
' BACKGROUND
SITE DESCRIPTION
The Mountain House Development is located in an agricultural area northwest of the City of Tracy in San
Joaquin County, California(Figure 1). Locally, the Mountain House study area is situated at elevations
ranging from approximately 40 to 50 feet above mean sea level (MSL) in relatively flat-laying areas. It is
' associated with the former Standard Oil of California(Standard) Wait-Mendota-Richmond Pipeline and
Tidewater Associated Oil Company(TAOC) Pipeline(collectively referred hereinafter as OVP).
From the early 1900s to the 1960s the OVP was operated by Standard, predecessor of ChevronTexaco,to
transport San Joaquin Valley crude oil and Bunker C locomotive fuel from Bakersfield to Standard's
refinery in Richmond, California. The TAOC pipeline system was constructed in 1907 and operated until
the 1970s, and carried heated crude oil and Bunker C fuel.
' In 2001, Condor Earth Technologies, Inc. (Condor)conducted an extensive environmental investigation
approximately 14,000 feet in length, adjacent to Byron Road along the former OVP right of way(ROW).
Condor's investigation identified six sites where residual petroleum had affected soil and groundwater,
' requiring further investigation. Mountain House Site#6 was identified as one of six sites needing further
investigation; it is located approximately 700 feet northwest of the intersection of Byron Road and
Wicklund Road, northwest of the City of Tracy. Site 46 encompasses an approximate length of 1,000 feet
of former OVP ROW.
3800 Watt Avenue, Suite 210, Sacramento, CA 95821 • (916)974-8800 •FAX: (916)974-8830
Otf AIC OKces.Albuquerque,Colorado Springs,Dayton,Falls Church,Huntsville,Las Vegas,Los Altos,Los Angeles,McLean,Oak Ridge,Orlando,San Diego,Santa Barbara,Seattle,Tucson and Sacramento
