Box 6012 <br /> San Ramon, California 94583-2324 <br /> Subject: Site Investigation Workplan <br /> Mountain House Development <br /> Mountain House Sites #4 and#5 <br /> Mountain House, California <br /> Dear Mr. Mansholt: <br /> At the request of Chevron Environmental Management Company (CEMC), Science Applications <br /> International Corporation(SAIC)has prepared this workplan to delineate the vertical and lateral <br /> extent of petroleum-affected soil and groundwater along Byron Road in Mountain House, <br /> California. This workplan is being prepared in accordance with the Second Draft Technical <br /> Approach to Site Evaluation and Decision Making(CTA)(Geomatrix Consultants, Inc., <br /> December 18, 2002). The site is owned by a third party; CEMC notifies the owners of potential <br /> on-site work. A site vicinity map is attached as Figure 1 and proposed boring location maps are <br /> attached as Figures 2, 3,and 4. <br /> BACKGROUND <br /> SITE DESCRIPTION AND USE <br /> Mountain House Sites#4 and#5 are located in agricultural areas northwest of the City of Tracy <br /> in San Joaquin County,California(Figure 1). Locally, the study area is situated at elevations <br /> ranging from approximately 40 to 50 feet above mean sea level(MSL) in relatively flat-laying <br /> areas. In 2001 Condor Earth Technologies,Inc. (Condor) conducted an extensive environmental <br /> investigation approximately 14,000 feet in length, adjacent to Byron Road along the former Old <br /> Valley Pipeline(OVP) right of way(ROW). Condor's investigation identified six sites where <br /> residual petroleum had affected soil and groundwater,requiring further investigation. <br /> Mountain House Sites#4 and 45 are associated with the former Standard Oil of California <br /> (Standard)Wait-Mendota-Richmond Pipeline and Tidewater Associated Oil Company (TAOC) <br /> Pipeline(collectively referred hereinafter as OVP). From the early 1900s to the 1960s,the OVP <br /> was operated by Standard(predecessor of ChevronTexaco)to transport San Joaquin Valley crude <br /> oil and Bunker C locomotive fuel from Bakersfield to Standard's refinery in Richmond, <br /> California.
