Box 6012 <br /> San Ramon, CA 94583 <br /> NO FURTHER ACTION REQUIRED, MOUNTAIN HOUSE DEVELOPMENT SITE #6, WEST <br /> BYRON ROAD, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a request for No Further <br /> Action Required (NFAR) determination for Mountain House Development Site #6 (Site). The <br /> NFAR, dated 15 September 2011, was prepared by Science Applications International <br /> Corporation — Benham Companies, LLC (SAIC) on behalf of Chevron. In addition, a Human <br /> Health Screening Evaluation (HHSE), dated 18 January 2011, and other Site investigation <br /> documents prepared by SAIC were previously submitted. The Site is at the southwest <br /> intersection of Wickiund Road and West Byron Road, approximately four miles northwest of <br /> Tracy, in western San Joaquin County. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the NFAR and related project reports, and comments are contained in the attached <br /> memorandum. In a letter dated 25 January 2011 , Central Valley Water Board staff concurred <br /> that soil and groundwater affected by crude oil leaks from Chevron's historical Old Valley <br /> Pipeline (OVP) and/or Tidewater Associated Oil Company (TAOC) pipelines had been <br /> delineated, and additional characterization was not needed. There are no monitoring wells to <br /> be destroyed. <br /> According to the findings, affected soil and groundwater are limited in extent beneath/within <br /> the West Byron Road highway easement and under the historical pipelines alignment which is <br /> within the highway easement. The extent of affected groundwater extends to a portion of the <br /> Union Pacific Railroad (UPRR) tracks right-of-way easement. Additionally, two active refined <br /> petroleum product pipelines, exact location unknown, are present within the UPRR easement. <br /> The future use and Site access is anticipated to be limited to construction/maintenance <br /> activities associated with the railroad tracks, West Byron Road and possibly the active <br /> pipelines. According to the January 2011 HHSE, and considering that the Site use is not <br /> anticipated to change, SAIC completed the human health risk evaluation.
