CLEA
RWATER
G R O U P, I N C. phn,42r,
o
Mr. Ron Rowe MA y 2 3 9,Ma 2, 1995
San Joaquin County Public Health Services
Environmental Health Department EUV;*
P. O. Box 388 / E
Stockton, CA 95201-0388
Re: Olivarez Site, 300 South Stockton Street, Stockton
Dear Mr. Rowe,
Thank you for calling so quickly in response to the letter regarding the status of the
referenced site. I am sorry that you did not feel it appropriate to discuss excavation
backfilling prior to my completion of the previously referenced well installation
report. I will endeavor to include as much information as I think you may require,
in order to make the process as efficient as possible.
I feel it is important to touch on a couple of points you raised during our
conversation. As follows:
• The purpose of my short letter this morning was not, as you put it, a solicitation
of an education regarding backfilling protocol. The letter was simply an attempt
at providing an update of site status and facilitating a productive dialogue
regarding longer term activities. I felt that investing a moment of our time in
the process at this point would likely result in a much greater savings further
down the line, as I would have been able to ensure the inclusion of all the
backfilling information you felt was important in the pending report.
• You asked me what I intended to propose regarding the remediation of soil and
groundwater beneath this site. I indicated that several areas of concern need to
be evaluated prior to moving into effective remedial trade-off analysis, including
the definition of the extent of contamination in soil and groundwater and the
establishment of the physical characteristics of the subsurface through aquifer
and vadose zone testing. I hope that this response was satisfactory. Note that a
discussion of these longer term methods of site characterization will be provided
in the forthcoming report.
• When I indicated that one of the methods of vadose zone remediation may
include soil vapor extraction, you stated that you hoped the system would not be
designed like the Clearwater system currently operating in Escalon. This
statement caught me a bit off guard, primarily because we weren't talking about
Escalon, but secondarily because of the fact that we had discussed the Escalon site
extensively during our recent meeting in Stockton. If there are any other aspects
of the installation or operation of the Escalon system that you would like to bring
to my attention, please continue to not hesitate to do so.
1125 Atlantic Avenue•Suite 102•Alameda•California•94501 • (510)337-8730 9 Fax(510)523-0984
