(AGE) has <br /> prepared this remediation feasibility study work plan addendum for the site located at 602 <br /> North California Street, Stockton , California . The addendum was prepared in accordance <br /> with San Joaquin County Environmental Heath Department (EHD) directive letter dated , <br /> 15 December 2011 (Appendix A) . In the referenced letter, EHD directed that a detailed <br /> pilot test work plan be submitted addressing their concerns . Below, AGE has provided the <br /> following responses (italicized ) to each of the EHD concerns in the December 2011 letter: <br /> 1 . Is the ISCO remediation proposed to be hydrogen peroxide or Fenton's Reagent? If it <br /> is strictly hydrogen peroxide , please explain the role/need of the muriatic acid . <br /> Based on the Interstate Technology Regulatory Council, Technical and Regulatory <br /> Guidance for In Situ Chemical Oxidation of Contaminated Soil and Groundwater Second <br /> Edition. . . Any deviation from the traditional low-concentration hydrogen peroxide/iron <br /> mixture is known as a `modified Fenton 's system" This includes the use of high <br /> concentrations of H2O2 or calcium peroxide (Ca,Od, with or without chelating agents. " <br /> Therefore, as defined above, the proposed pilot test is neither an independent solution of <br /> hydrogen peroxide nor Fenton 's Reagent. As discussed in the AGE-prepared Ground <br /> Water Remediation Feasibility Study Work Plan, dated 31 October 2011, the proposed <br /> technology is a modified Fenton 's system, which includes the injection of a diluted solution <br /> of hydrogen peroxide and muriatic acid. <br /> AGE has proposed the use of muriatic acid for several reasons. The injection of muriatic <br /> acid should lower the pH of ground water and aid in the protonization of the dissolved iron <br /> within the treated ground water.
