I CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION DRAFT MONITORING AND REPORTING PROGRAM NO . R5-2008-0149-XXX FOR IN -SITU GROUNDWATER REMEDIATION AT SITES WITH VOLATILE ORGANIC COMPOUNDS , NITROGEN COMPOUNDS , PERCHLORATE , PESTICIDES , SEMI-VOLATILE COMPOUNDS AND/OR PETROLEUM HYDROCARBONS FOR STALLWORTH AUTO SALES 602 NORTH CALIFORNIA STREET, STOCKTON SAN JOAQUIN COUNTY This Monitoring and Reporting Program ( MRP) describes requirements for monitoring a groundwater extraction and/or treatment system . This MRP is issued pursuant to Water Code Section 13267 , and has been prepared based on Attachment C , a part of General Order R5-2008-0149 . No changes to this MRP shall be implemented unless and until a revised MRP is issued by the Executive Officer of the Central Valley Water Quality Control Board ( Board ) . As appropriate , Board staff shall approve specific sample station locations prior to implementation of sampling activities . i PROJECT 1 . Parties Submitting a Notice of Intent under General Order R5-2008-0149 : Stallworth Auto Sales ( herein referred to as "the Discharger') . Project Location : A small , single-story office facility with a garage presently occupies the site , which is located at the intersection of North California Street and Oak Street in Stockton , California (Figure 1 ) , in the southwest portion of Section 2 , Range 6 East, Township 1 North , Mount Diablo Base and Meridian (MDB&M) . The site is in an area of mixed residential and commercial use , and was the former location of a gasoline service station ; it is presently utilized for used auto sales . 2 . Project Description : On 27 May 1991 , one 3 , 000-gallon diesel UST, one 3 , 000-gallon unleaded gasoline UST, one 3 , 000-gallon leaded gasoline UST and one 550-gallon waste oil UST were removed from the site by Otto Watkins , General Contractors . The three 3 , 000-gallon USTs were located at the southern end of the site ; the 550-gallon waste oil UST was located at the northern end of the property . Soil samples collected beneath the tanks indicated that the subsurface was impacted with petroleum hydrocarbons as a result of operation of the former UST. The primary constituents are total petroleum hydrocarbons as gasoline (TPH -g) , benzene , toluene , ethylbenzene , and xylenes ( BTEX) , and 1 , 2-dichloroethane .
