R5-2008-0149-XXX <br /> FOR <br /> IN -SITU GROUNDWATER REMEDIATION AT SITES WITH VOLATILE ORGANIC <br /> COMPOUNDS , NITROGEN COMPOUNDS , PERCHLORATE , PESTICIDES , <br /> SEMI-VOLATILE COMPOUNDS AND/OR PETROLEUM HYDROCARBONS <br /> FOR <br /> STALLWORTH AUTO SALES <br /> 602 NORTH CALIFORNIA STREET, STOCKTON <br /> SAN JOAQUIN COUNTY <br /> This Monitoring and Reporting Program ( MRP) describes requirements for monitoring a <br /> groundwater extraction and/or treatment system . This MRP is issued pursuant to Water Code <br /> Section 13267 , and has been prepared based on Attachment C , a part of General Order <br /> R5-2008-0149 . <br /> No changes to this MRP shall be implemented unless and until a revised MRP is issued by the <br /> Executive Officer of the Central Valley Water Quality Control Board ( Board ) . As appropriate , <br /> Board staff shall approve specific sample station locations prior to implementation of sampling <br /> activities . <br /> i <br /> PROJECT <br /> 1 . Parties Submitting a Notice of Intent under General Order R5-2008-0149 : <br /> Stallworth Auto Sales ( herein referred to as "the Discharger') . <br /> Project Location : A small , single-story office facility with a garage presently occupies the site , <br /> which is located at the intersection of North California Street and Oak Street in Stockton , <br /> California (Figure 1 ) , in the southwest portion of Section 2 , Range 6 East, Township 1 North , <br /> Mount Diablo Base and Meridian (MDB&M) . The site is in an area of mixed residential and <br /> commercial use , and was the former location of a gasoline service station ; it is presently <br /> utilized for used auto sales . <br /> 2 . Project Description : On 27 May 1991 , one 3 , 000-gallon diesel UST, one 3 , 000-gallon <br /> unleaded gasoline UST, one 3 , 000-gallon leaded gasoline UST and one 550-gallon waste oil <br /> UST were removed from the site by Otto Watkins , General Contractors . The three 3 , 000-gallon <br /> USTs were located at the southern end of the site ; the 550-gallon waste oil UST was located at <br /> the northern end of the property . Soil samples collected beneath the tanks indicated that the <br /> subsurface was impacted with petroleum hydrocarbons as a result of operation of the former <br /> UST. The primary constituents are total petroleum hydrocarbons as gasoline (TPH -g) , <br /> benzene , toluene , ethylbenzene , and xylenes ( BTEX) , and 1 , 2-dichloroethane . <br />
