In 1997 three underground storage
tanks used for fuel dispensing were removed from the site and replaced with an upgraded tank
system. Soil samples collected at the time of the tank removal indicated petroleum hydrocarbon
impact to soils beneath the dispensers and product piping lines. Further investigation was required
by SJC/EHD; work began in September 1998. During the course of the investigation, in January
1999, a limited access hollow stem auger drill rig ruptured a piping line located near the dispenser
island area. Pea gravel surrounding the area of the break was removed the same day and the
damaged line was repaired the following day. A hand augered boring to total depth of 7.5 feet
below surface grade (bsg)was advanced beneath the area to obtain native soil samples. Two soil
samples were analyzed, both had detections of petroleum hydrocarbons, though laboratory
analytical reports for these samples were never submitted to SJC/EHD. Subsequently, in March
2000, two additional borings were advanced by hollow stem auger. Soil samples for analysis were
collected at 20, 50, and 60 feet bsg. One grab groundwater sample was collected from 60 feet
bsg. Analytical results were non detect for constituents analyzed.
Please have you consultant prepare a closure report for this site. Include in the report a calculation
of contaminant mass estimated to be remaining in soils at the site, all laboratory reports and
supporting documentation used in the calculation, a sensitive receptor survey for a 2,000-foot
radius surrounding the site, and an analysis of the environmental threat posed by the contaminant
mass currently remaining at the site. This report is due for submittal no later than November 14,
2005.
