Box 388 <br /> Stockton, CA 95201-0388 <br /> RE : Underground Storage Tank (UST) <br /> 2315 North California Street in Stockton <br /> On February 21, 1996, I reviewed the UST file for 2315 North <br /> California Street in Stockton. I set a compliance date of March <br /> 23, 1996 for the submittal of Financial Responsibility Proof and <br /> UST Closure Plan for the 250 gallon solvent UST located at this <br /> address . The inspection reports were mailed "certified" to both <br /> Mr. Higgins and Mr. Smoot . <br /> I was contacted by Mr. Higgins on Mar--h 12, 1996 and explained to <br /> him the UST status . The UST has never been monitored according <br /> to California Health and Safety Code (CA H & S) section 25293 . <br /> The tank was found by me to be improp rly abandoned during a <br /> routine UST inspection on June 16, 1992, CA H & S Code Section <br /> 25298 . <br /> I explained to Mr. Higgins that an Administrative Hearing had <br /> been held with Mr. Smoot at PHS-EHD o June 3 , 1988 . Mr. Smoot <br /> had signed an agreement to precision est the UST, and implement <br /> monitoring alternative #7 (manual tank gaging) by July 5, 1988 . <br /> Mr. Higgins, owner, was not notifiedof/or present at the <br /> Administrative Hearing. Because Mr. Higgins was not notified of <br /> the original Hearing, and in leu of a second Hearing, he has been <br /> granted a 30 day extension to April 21, 1996 to submit an <br /> Application for Permit to Close the U T at 2315 N. California <br /> Street in Stockton. <br /> Enclosed is a copy of the Closure Permit Application and a list <br /> of contractors working in the San Joaquin County area. <br /> ?1 Division of San Joaquin County He i1th Care Services <br />
