Delta Environmental Consultants, Inc (Delta) on behalf of Atlantic Richfield Company (ARCO)
has prepared this letter to request authorization to conduct a soil vapor extraction (SVE) test at
ARCO facility 2186, located at 3212 North California Street, Stockton, California (see Figure 1)
A completed and signed permit application is included as an attachment The SVE test has been
scheduled to begin on September 18, 2000
The SVE test proposes to extract petroleum Hydrocarbon laden soil vapors from onsite wells and
abate them using a 200 cubic feet per minute (cfrn) thermal oxidizer SVE tests will be
conducted on three onsite vapor extraction wells (VW-1 VW-2 and VW-3), and each test is
expected to last approximately 4 hours (see Figure 2) The objective of the test is to evaluate the
petroleum hydrocarbon concentrations of the extracted soil vapors and estimate the radius of
influence for each well
The oxidizer is rated to achieve 98 percent destruction efficiency for petroleum hydrocarbons in
the soil vapors Delta proposes to collect influent and effluent air samples during each test to
verify the performance of the system The air samples will be forwarded to a State Certified
Laboratory for analysis of TPHG by EPA Method 8015, and benzene, total xylenes,
ethylbenzene, toluene (BTEX) and MTBE by EPA Method 8020 modified
i
Providing a Competitive Edge
