(Partner) is pleased to submit this proposed work scope to <br /> investigate the subsurface at the above-referenced property, to the San Joaquin County <br /> Environmental Health Department. The work will be performed on behalf of White Arrow, Inc. <br /> Objective <br /> According to Sanborn Fire Insurance maps reviewed,the subject property was formerly occupied <br /> by two brick manufacturing facilities, Stockton Fire & Enamel Brick Company (1917) and <br /> Pacific Clay Products (1950-1972). An oil house and a 600-gallon oil aboveground storage tank <br /> (AST) were located at the southern portion of the subject property in the 1917 Sanborn map and <br /> were no longer visible in the 1950 Sanborn map. Additionally in the 1950 Sanborn map, a fuel <br /> underground storage tank (UST) was depicted at the southern portion of the subject property, <br /> west of the former AST. The UST was no longer depicted in the 1972 Sanborn Map. According <br /> to a July 11, 2011 and a December 19, 2013 Partner Phase I Environmental Site Assessment <br /> (Phase I) Report, the 1950 UST replaced the 1917 oil house and AST; however, no additional <br /> information regarding installation and removal dates, sampling activities, or length of use of <br /> these tanks or oil house was provided by any historical sources or regulatory agencies. Based on <br /> the history of hazardous materials usage, the storage of large amounts of hazardous substances <br /> on unpaved areas, a history of violations, and the lack of subsurface sampling, the historical <br /> storage of hazardous substances on-site represents a REC. <br /> Additionally, an oil change pit was observed within the maintenance building with oily staining <br /> noted at the bottom of the pit. No information was provided regarding the installation date; <br /> however, it was presumably installed when the subject property building was constructed in the <br /> mid 1950s.
