groundwater should be supported by laboratory data at approved detection limits and QA/QC. ConocoPhillips anticipates that the well proposed in SECOR's Workplan dated April 7, 2003 will complete the lateral and vertical delineation of the petroleum hydrocarbon plume at the site. Once the data is received and verified from this well installation, SECOR will submit a Site Conceptual Model. The Corrective Action Plan (CAP) that includes a Feasibility Study should be submitted to EHD that evaluates at least two remedial alternatives that could return groundwater to 'pre-release' conditions. The CAP should include the 'chosen' alternative that your consultant has determined to be the most cost-effective and feasible for site-specific conditions. The CAP will include the evaluation of at least two remedial alternatives for site cleanup. Previously ConocoPhillips performed a DPE feasibility test at the site. After the CAP is approved by EHD, you will be required to submit the Remedial Action Plan (RAP) that includes a detailed material list, a cost and time estimate, and a construction schedule to implement the remedial action. EHD will evaluate the RAP, comment as needed, or approve the plan as submitted. Following CAP approval, a RAP will be submitted as requested above. Given the uncertainties of the time required for obtaining City Encroachment permits (for well installation) and obtaining site access to the Lathrop Grammar School, the following schedule is proposed.
