MtBE was detected in the groundwater sample collected from the most
down gradient well, MW-12, on November 21, 2002 at 1,300 µg/I. The proposed
monitoring well is for the continued investigation to delineate the extent of MtBE
in the groundwater. The work plan is approved with additional requirements
noted below.
In evaluating the work plan and proposed monitoring well offsite location, EHD
discovered that Station #1205 has changed ownership. San Joaquin County
Assessor records indicate that the new owner noted above had the property
transferred and recorded on October 10, 2002. As a result of this change in
ownership of the contaminated property, EHD has submitted paperwork to the
State Water Resources Control Board (SW RCB) that will list the new landowners
as additional responsible parties.
EHD was not notified of this transfer of ownership and reminds TOSCO that
SWRCB requests that responsible parties notify EHD of changes in ownership
within 20 days. Please review your files and notify EHD of any other changes in
ownership to TOSCO-Circle K-Unocal-76 sites in San Joaquin County.
Included in the site assessment report for monitoring well installations (MW-10 to
MW-15) was a receptor survey for wells within a 2000-foot radius. The survey
identified three irrigation wells located down gradient of the site. The closest
irrigation well should be investigated and times and periods of its operation
should be determined.
