I--_ ..,i
Re: Circle K Service Station 1205
16470 Cambridge Street at Louise Avenue
Lathrop, California
The site is located at the northeast corner of Cambridge Street and Louise Street in
Lathrop, California. The site is currently an operating Circle K Service Station and
mini-mart. To meet 1998 UST standards, the USTs and product lines are being
replaced.
In accordance with the work plan on file with San Joaquin County Public Health
Department, Environmental Health Division (SJCEHD) dated October 9, 1997, the
following work will be performed:
1) the removal of the gasoline underground storage tanks (USTs) and associated product
lines and dispensers; and 2) sampling of soil beneath these facilities to evaluate the
presence of hydrocarbons in soil at the subject site; 3) pumping of groundwater(if
encountered)from UST pit and collection of a groundwater sample; and 4) over-
excavation of hydrocarbon impacted soil to the maximum depth of 25 feet. Applicable
permits for the removal of USTs and product piping will be obtained by Tosco's
contractor prior to the start of any work. New USTs and associated product piping and
dispensers will be installed after the existing facilities are removed.
Work will be performed during weekday daylight hours. Earth moving equipment may
include a backhoe, an excavator, a loader, and other equipment as appropriate.
Excavated soils and debris that contains petroleum hydrocarbons will be temporarily
stored onsite for a maximum of 30 days and covered with plastic sheeting, or with
approval from SJCEHD, hauled to Forward Landfill's holding cell for characterization
prior to disposal at Forward Landfill. Excavation activities will be observed by
SJCEHD and PACIFIC representatives. Soil samples will be collected and analyzed per
SJCEHD requirements. Upon receipt of sample results, PACIFIC will prepare and
submit to SJCEHD a letter report summarizing removal activities and sampling results.
Work is anticipated to commence during October 1997.
