An NOI application package was submitted to comply with the <br /> RWQCB General Waste Discharge Requirements Order No. R5-2008-0149 for in-situ <br /> groundwater remediation using an ozone sparge (OS) and soil vapor extraction (SVE) system at <br /> the above-referenced site. The comments are as follows with Stantec's subsequent underlined <br /> responses: <br /> 1) The NOI states CEQA has been conducted by San Joaquin County Environmental Health <br /> Department. This is incorrect, as the NOI referenced a Notice of Responsibility, which is not <br /> a CEQA determination. A blank Initial Study and instructions were provided electronically to <br /> your consultant on 2 March 2010. The Initial Study for your project is necessary for <br /> comparison to the R5-2008-0149 Initial Study for CEQA, to determine whether this general <br /> order is appropriate. <br /> • The Initial Studv for the project is included as Attachment B. <br /> 2) The draft information (fact) sheet needs to include a due date (48 days after the mailing <br /> date)for submitting public participation comments to me, and; <br /> • A revised draft fact sheet is included as Attachment C. An electronic version on CD- <br /> ROM is also being submitted with this response letter. <br /> 3) The list of interested parties needs to be expanded to include all owners, tenants, street <br /> addresses and parcel numbers of properties located within 200' of the groundwater plume, <br /> which, as of September 2009, exists over 400' offsite under the residential neighborhood. <br /> 1205 Response letter.doc 1 <br />
