Description of project: (Identify the title date of corresponding work plan and summery of the work
plan proposal.)
SECOR's (now Stantec) Revised Corrective Action Plan dated September 18, 2007 describes
proposed activities for in-situ groundwater remediation of petroleum hydrocarbons using an ozone
sparge (OS) system, as well as a soil vapor extraction (SVE) system at the above-referenced site.
Stantec submitted a Notice of Intent dated February 26, 2010 to the RWQCB for the injection of ozone
and possible amendments of citric acid or vinegar to prevent bio-fouling of wells.
6. Surrounding land uses and setting: Briefly describe the project's surroundings:
Remediation will occur at Circle K Store No. 1205, an active gasoline service station. Circle K 1205 is
bound by a commercial strip mall to the north; by residential homes to the east; by East Louise Avenue
to the south, beyond which is vacant land; and to the west by Cambridge Avenue, beyond which are
residential properties. According to the USGS topographic map for the 7.5 minute Lathrop quadrangle,
the elevation of the site is approximately 17 feet above mean sea level on relatively flat terrain. The
closest open body of water is the San Joaquin River, located approximately 1.75 miles to the west of
the site.
7. Other public agencies whose approval is required (e.g., permits, financing approval, or participation
agreement):
An environmental investigation for petroleum hydrocarbon impacts to soil and groundwater at the site is
currently being performed under the direction of the San Joaquin County Environmental Health
Department (SJCEHD). Stantec submitted a Notice of Intent dated February 26, 2010 to the RWQCB
for the injection of ozone and possible amendments of citric acid or vinegar to prevent bio-fouling of
wells. The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) issued an Authority-
To-Construct dated June 27, 2009 for the SVE system for the site.
