The EHD did not receive any comments from the public during the public
participation period.
The Work Plan for an Ozone Bench Scale study and Remedial Well Installation (Plan)
dated December 12, 2007, that was submitted to the Central Valley Regional Water
Quality Control Board (CVRWQCB) also included a proposal to install one ozone sparge
well (SP-4) onsite and conduct an ozone pilot test. Additionally, the Plan also stated
that proposed and previously approved ozone sparge wells SP-1 to SP-3 and SP-5 to
SP-15 will not be installed unless the results of the ozone bench scale test are favorable
for ozone injection.
As the lead agency for the required investigation and remediation at this former leaking
underground storage tank (UST) site, proposals to install wells, modify corrective action
plans, or conduct remedial action pilot tests are to be submitted to the EHD for review
and comment. The bench scale test work plan was for the CVRWQCB to review for
waste discharge requirements testing. The EHD will review and comment on all other
proposals.
It is the understanding of the EHD that the CVRWQCB is satisfied with the bench scale
test proposal.
The conducting of an ozone pilot test and the postponing of installation of additional
ozone sparge wells is approved as adequate and necessary by the EHD [H&S Code
25296.10(c)(3).
Please submit an EHD Well Permit Application Form and $89 permit fee to EHD by
February 15, 2008.
