I got a chance to read this and I need to clarify somethings. I appreciate that CP may have a 'standard' letter for these things, but in my experience of notifying the public, I've learned simple is best. Your summary is too long and too technical. Try again and this time aim it at someone with quite a bit less of a chemical/remedial/UST knowledge and/or point of view. I tell consultants to imagine your grandmother or a high school kid reading this, and understanding it. Most folks just want to know if there's a danger to their health or their kids. Things like odors, dust, noise, chemical exposure are things the public is interested on contaminated sites. Boring labels, pounds of chemicals, and detailed 'anything'tends to either bore them or concern them. Concerned public call for hearings. That means you, me, CP, plus whomever will have to sit in an auditorium and take on the questions from 'concerned' parents. Trust me, you don't want to do this if you don't have to. The few I went to/conducted got off-track and we spent most of time just trying to calm down angry environmentalists attitudes. It was long, uncomfortable and eventually the CAP got approved many weeks after it would normally have. So rewrite this one again please. Keep it to one page. Include the WHAT, the WHY, the HOW, and the WHEN this thing you want to do will be over. Things to include are: -was a leaking UST site, -you want to suck out vapors or inject air or ozone to chemically breakdown the petroleum, -NO gas/vapors/smell will be leaked out or able for them to smell, -it will take blank number of months/years, and -when done, the site will still be a gas station. No concentrations levels, gradient rates/directions, or any other numbers are needed for them to know. NO explanation of the processes (EHD review, reference to plans, reports, phone numbers, addresses, etc) is to be included either. I send out another regulatory form with your summary that explains to them to CALL ME if they have questions or view the CAP in my office. CP or you are NOT in the loop after I approve the summary, post the site, or verify that no one wrote in for a hearing. Just label this thing "Executive Summary" and address the 3W's + H I listed above. simple gets this thing going and through. attached is a sample of the last one I approved. It's an example only for you. please do not forward or disperse, although it IS publicly available. It's just to give you an idea of just how simple it should be.. btw, the site that used this summary did NOT have a hearing requested.
