S 4N JOAQUIN COUNTY r Site-Specific lin estigation and Cleanup Tasks (continued) Compliance Date 3 Install and continuously operate a soil vapor extraction system, and an 3 July 2000 interim pump and treat system in the area of the highest soil and groundwater M(BE contamination The interum pump and treat ' s)stem must stabilize the groundwater plume to pre-*ent movement of 114tBE ton and City Well 12. ' 4 Submit a complete Problem Assessment Report (PAR) acceptable to the 24 July 2000 Board and County staff, as described in Appendix A of the Tri-Regional Recommendations The PAR must include requirements for any discharge permit(s) required and a time line for submittal of Report(s) of Waste Discharge ' 5 Within 15�days of Board staff approval of the Problem Assessment 28 August 2000 Report, but no later than 28 August 2000, submit a Final Remediation Plan (desenbed in Appendix A) for the cleanup of the soil and groundwater at the site ' 6 Within 30 days of Board staff approval of the selected Remedial Option, 6 October 2000 but no later than 6 October 2000,implement and continuously operate, the approved remediation system,with the exception of periodic and scheduled maintenance. Any interruption in the operation of the cleanup system(s),other than for scheduled maintenance,without prior approval of the Executive Officer, is a violation of this Order 4 Reporting and Permits ' 7. ?notify the Board and County staff at least two business days prior to any site work or sampling S Obtain all necessary local and state permits prior to beginning work- 9 Submit all reports and correspondence to the Board's Sacramento Office, the San Joaquin County Environmental Health Division, and all parties (or representatives) identified in this Order. Under penalty of perjury, the technical reports as directed,which shall be submitted to the Executive Officer of the Board,and to the County,must be signed by an appropriately licensed professional(technical reports and plans, including drilling logs and soil and groundwater sampling, are to be prepared, signed, and certified by a Registered Geologist, Registered Civil Engineer, Certified Engineering Geologist, or Certified Hydrogeologist) All registered professionals must be licensed by the State of Califowa 10 Submit preapprovals with workplan and all reports with reimbursement requests to the State Water Resources Control Board Cleanup Fund m a timely manner to avoid delays that would result in non-compliance with this Order
