Partnership.
The Workplan was written in response to the 27 June 2007 Central Valley Regional Water
Quality Control Board (Regional Board) staff directive letter, which stated that "...Prior to
(LUST Case No. 390782) closure, all wells that were installed as a result of the investigation
and remediation shall be properly decommissioned, or transferred to other parties for their
investigations." Figure 2 (enclosed) shows the locations of all Flag City Chevron wells and their
proposed fate (destruction or transfer to New West Petroleum). Figure 2 also shows wells
installed for the neighboring investigation at the 3 B's Truck Stop, which is ongoing and not
affected by this Workplan. An electronic copy of the Workplan may be downloaded from the
Internet at
htt s // eotracker.waterboards.ca. ov/re orts/electronic submittals.as ? lobal id=7060770061
5&sub type=GEO REPORT&assigned name=MAINSITE .
The Workplan also includes a copy of the San Joaquin County Environmental Health
Department (SJCEHD) well destruction variance letter (Letter) September 2007 for
decommissioning the Continuous Multichamber Tubing (CMT) wells at your site. The SJCEHD
issues permits for installation or destruction of wells in that county, and provides inspection for
the grouting of said wells.
A CMT well, when viewed in cross section, is arranged as a single cylinder with six circular
continuous chambers surrounding a seventh circular center continuous chamber, patterned
vlq
similar to a hexagon with a central core W . During well construction, individual tubes are cut
open and plugged at predetermined depths while the cylinder is stretched out at surface. The
CMT cylinder is inserted into the open boring, and the well is completed by adding alternating
lifts of filter pack sand and bentonite grout to achieve multiple screen zones in a single
completion well. Due to the soft polyethylene tubing used in the manufacturing of the CMT well
casing, the small diameter of the seven chambers, and the preexisting bentonite grout used
California Environmental Protection Agency
0 Recycled Paper
