Capitol Ave. RO#: 238 <br /> Lodi, CA., 95242 CUF#: 009209 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed <br /> Request for a Variance to Decommission Wells dated September 13, 2007 and has the <br /> following comments. <br /> Twenty seven wells are scheduled to be destroyed in preparation to the site receiving a <br /> No Further Action status, as determined by the lead agency, the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB). <br /> The Request for Variance included the wells scheduled for destruction and requested <br /> many of them be pressure grouted, a procedure that leaves the PVC casing in place, <br /> filled with cement grout. San Joaquin County Well Standards (Sections 13.17.1 thru <br /> 13.17.15) describe and provide requirements for pressure grouting monitoring wells. <br /> These standards allow pressure grouting only when the well construction is known <br /> and/or is not located in an area of known or suspected pollution or contamination. <br /> Monitoring wells MW-2, MW-14, MW-15, MWA7, and MW-18 are contaminated and <br /> may not be pressure grouted. These wells and any extraction well (EW-1 thru EW-10) <br /> that have contamination or do not have current laboratory analyses to support their <br /> 'non-contaminated' status are to be over-bored to total depth of construction. <br /> The Request for Variance also included a new procedure for destroying the continuous, <br /> multi-chambered/tubing (CMT) wells. The EHD has evaluated your request and has <br /> decided that you may try the new procedure (hollowing out/pressure grout) on MW-10 <br /> as requested. Prior to advancing the metal probe/tip into the CMT well, all of the <br /> chambers of MW-10 are to be filled with an acceptable cement grout mixture. <br /> If MW-10 can be successfully hollowed out to the total depth of original construction and <br /> re-filled with cement grout, the EHD will allow the remaining CMT wells to be destroyed <br /> utilizing the same method as MW-10. The surface seal procedure, commonly known as <br /> the mushroom cap, shall be conformed to for ALL wells that are pressure grouted. <br />
