Flag City Chevron - 2 - 11 August 2004
6421 Capitol Avenue,Lodi, San Joaquin County
Recommendation: I concur with the Report assessment that GW P&T is no longer cost effective, when
compared to other groundwater remediation technologies. The threat to sensitive receptors was
significantly reduced by the installation of the new small public supply well at Rocky's Restaurant. The
finding that offsite groundwater plumes may be drawn towards the site by the GW P&T system does not
necessarily require suspension of the GW P&T system in itself, but should be considered in that the
condition may exacerbate existing conditions onsite. Therefore I recommend that the GW P&T of
groundwater at Flag City Chevron be allowed to cease immediately, and that the Order be amended to
allow evaluation and implementation of an alternative remediation, if warranted. Proposed injections into
the aquifer will need to be evaluated by Regional Board staff,to determine whether Waste Discharge
Requirements are necessary.
California Environmental Protection Agency
0 Recycled Paper
