It has become clear that the most <br /> feasible alternative would be to wait nor a third parry to post a bond for the expansion of the <br /> treatment plant. According to Bruce Baracco at LAFCO,there are rumors circulating that the <br /> posting of a bond by a third party developer will be forthcoming. However, I have heard this for <br /> some time and it has yet to happen. Of course, I am hopeful that such a posting is imminent. <br /> It is imperative that we obtain advance preapproval for the estimated cost of$38,350 so that we <br /> are able to act quickly if the bond is posted. I am concerned that,because of the demand for <br /> sewage capacity in the area, there may be a swift purchase by others of sewer capacity. Mr. <br /> Baracco has assured me that he will notify me immediately if a bond is posted.
