Mr. Richard Bokides • - 3 - • 6 November 2000
Mr.Nick Dingsa
GENERAL INFORMATION AND REQUIREMENTS
General Order No. 5-00-119 (enclosed)prescribes mandatory discharge monitoring requirements for
compliance with the General Order. The project activities shall be operated in accordance with the
requirements contained in the General Order and with the information submitted in the application
packet.
As required within Attachment B (Monitoring and Reporting Program, MRP) of enclosed General Order
5-00-119,the upstream and downstream receiving water location(R-1 and R-2, respectively) shall be
approved by Board staff. The present proposed receiving water locations are 50 feet up and 50 feet
downstream of the point of discharge into Coldani Ditch. Within 5 working days of receipt of this
NOA, the Discharger or appropriate representative shall schedule with Board staff to conduct a site
inspection and establish appropriate receiving water sample locations.
The MRP sets forth mandatory monitoring requirements; however, additional monitoring has been
deemed necessary by staff. The Regional Board requires that the effluent and receiving water be
monitored for nitrates on a monthly basis. Nitrate results shall be included in the required self-
monitoring reports as specified in the MRP.
Regional Board staff has been notified of the time schedule to implement the project. Additionally, the
Regional Board shall be notified immediately if any nuisance or detriment to the receiving waters is
observed during the implementation of the project. Failure to abide by the conditions of the General
Order could result in an enforcement action as authorized by provisions of the California Water Code.
The required annual fee (as specified in the annual billing you will receive from the State Water
Resources Control Board) shall be submitted until this Notice of Applicability is officially terminated.
Please notify this office in writing when the project has been completed and the discharge is no longer
necessary, so we may terminate applicability of this general order.
If you have any questions or comments regarding this notification, please contact Mr. Marty Hartzell
(916) 255-3115 or Robert Fagerness (916) 255-3022 of my staff.
a.
GARY M.
