Advanced <br /> GeoEnvironmental, Inc. = = <br /> 09 October 2000 <br /> AGE-NC Project No. 96-0232 <br /> Subject: Public Notification Letter-Discharge of Treated Ground Water <br /> 6421 Capitol Avenue (FLAG CITY CHEVRON),Lodi, California <br /> To Whom It May Concern: <br /> On behalf of the property owners for 6421 Capitol Avenue (Flag City Chevron), Lodi, California and in <br /> accordance with Attachment A of the California Regional Water Quality Control Board(RWQCB)General <br /> Order 5-00-119 For Discharge of Ground Water From Cleanup Of Petroleum Fuel Pollution To Surface <br /> Water, Advanced GeoEnvironmental, Inc. (AGE) is hereby giving public notification that ground water <br /> cleanup activities will commence at the Flag City Chevron on 01 November 2000.The permitting process <br /> for Attachment A requires that a,"Public Notification Letter"be submitted to adjacent properties,to the local <br /> County Health Department and to the California Department of Fish and Game. <br /> The Flag City Chevron site is located approximately 5 riles west of Lodi, California(see Figure 1) at the <br /> northeast intersection of Capitol Avenue and Thornton Road,approximately 500 feet south of the intersection <br /> of California State Highway 12 and Thornton Road.The property is currently utilized as a Chevron fueling <br /> facility and a mini-market(see Figure 2).The facility consists of one building structure,a canopied structure <br /> for the fuel dispensing area, and four 12,000-gallon petroleum underground storage tanks(USTs). A ground <br /> water treatment system is proposed on the southwest section of the property(see Figure 2). <br /> Results of a subsurface investigation at Flag City Chevrons indicates that ground water at the site has been <br /> impacted by methyl tertiary butyl ether(MTBE), total petroleum hydrocarbons quantified as gasoline and <br /> diesel(TPH-g and TPH-d,respectively);low concentrations of dissolved 1,2-dichloroethane(1,2-DCA),tert <br /> butanol (TBA), ethanol and methanol have been detected during investigation at the site. A Problem <br /> Assessment Report,dated 19 June 2000 and a Final Remediation Plan, dated 31 August 2000 was prepared <br /> by AGF,for the site and submitted to the California Regional Water Quality Control.Board-Central Valley <br /> Region (RWQCB) as required by the RWQCB's Cleanup and Abatement Order No. )-O.0-M0, dated Oi <br /> March 2000. <br /> As a result of petroleum-impact to soil and ground water at the Flag City Chevron site, the RWQCB has <br /> directed by Cleanup and Abatement Order No. 5-00-700 to install and continuously operate a ground water <br /> pump and treat remediation system in the areas of ground water contamination by 01 November 2000. <br /> Therefore,AGE intends to install an on-site multi-media ground water remediation system for treatment of <br /> extracted ground water. <br /> Ground water will be extracted from extraction wells utilizing dedicated, submersible Grundfos pumps and <br /> at pumping rates between 3 and 6 gallons per minute(GPM) for a total discharge rate of 25 GPM. From the <br /> extraction wells,ground water will be routed to an on-site treatment system.The first stage of treatment will <br /> 4005 North Wilson Way.
