Part. <br /> 6421 Capitol Avenue <br /> Lodi,CA 95242 <br /> RE:Flag City Chevron,6421 Capital Ave. <br /> The Environmental Health Division received a letter from the Regional Water Control Board(RWQCB)on <br /> July 26,2000 concerning the evidence that a new release was evident in the data received from monitoring <br /> wells on the site.Failure to maintain an Underground Tank System so that there are no unauthorized <br /> releases is a violation of Health and Safety Code Section 25292.1.This release may jeopardize a public <br /> drinking water well in the immediate area.A contact was made with Advanced GeoEnvironmental(AGE) <br /> with information on the proper investigation of releases from underground tanks and lines. It was requested <br /> that a tracer type test be used which meets the requirement of the State Water Resources Control Board <br /> Guidelines(SWRCB). To meet the requirements of the SWRCB all tests must be listed and approved by <br /> the board and be listed on LG 113. The helium test in the letter from AGE of August 7,2000 is not listed <br /> in LG 113 and is not approved. A list of approved providers of this type of test was provided to AGE by <br /> the EHD. Furthermore,dispenser pans should be installed as soon as possible to prevent any chance of <br /> further contamination from this area,which was identified during an inspection by the EHD on February <br /> 25,2000. <br /> Any change or repairs of an Underground Tank System requires a permit to be taken out from and approval <br /> for work given by the EHD. <br /> The failure to properly maintain an Underground Tank System and allow known or uninvestigated <br /> unauthorized releases to continue is a violation of permitting requirements and could result in further legal <br /> action. <br /> If you have any further questions regarding this matter,please contact me at(209)468-3446. <br /> Doug Wilson f <br /> Supervising REHS <br /> cc: Mr.Mike Infuma,Senior REHS <br /> Mr.Micheal Kith, Senior REHS <br /> Mr.Timothy J.
