Part.
6421 Capitol Avenue
Lodi,CA 95242
RE:Flag City Chevron,6421 Capital Ave.
The Environmental Health Division received a letter from the Regional Water Control Board(RWQCB)on
July 26,2000 concerning the evidence that a new release was evident in the data received from monitoring
wells on the site.Failure to maintain an Underground Tank System so that there are no unauthorized
releases is a violation of Health and Safety Code Section 25292.1.This release may jeopardize a public
drinking water well in the immediate area.A contact was made with Advanced GeoEnvironmental(AGE)
with information on the proper investigation of releases from underground tanks and lines. It was requested
that a tracer type test be used which meets the requirement of the State Water Resources Control Board
Guidelines(SWRCB). To meet the requirements of the SWRCB all tests must be listed and approved by
the board and be listed on LG 113. The helium test in the letter from AGE of August 7,2000 is not listed
in LG 113 and is not approved. A list of approved providers of this type of test was provided to AGE by
the EHD. Furthermore, dispenser pans should be installed as soon as possible to prevent any chance of
further contamination from this area, which was identified during an inspection by the EHD on February
25,2000.
Any change or repairs of an Underground Tank System requires a permit to be taken out from and approval
for work given by the EHD.
The failure to properly maintain an Underground Tank System and allow known or uninvestigated
unauthorized releases to continue is a violation of permitting requirements and could result in further legal
action.
If you have any further questions regarding this matter, please contact me at(209)468-3446.
Doug Wilson f
Supervising REHS
cc: Mr.Mike Infuma,Senior REHS
Mr.Micheal Kith, Senior REHS
Mr.Timothy J.
