CA 95242 Lodi, CA 95242 <br /> NOTIFICATION OF REGULATORY LEAD TRANSFER, FLAG CITY CHEVRON, <br /> 6421 CAPITOL AVENUE, LODI, SAN JOAQUIN COUNTY <br /> Leaks from underground storage tanks at Flag City Chevron, 6421 Capitol Avenue in Lodi, have <br /> resulted in MtBE concentrations in groundwater as high as 1,600 micrograms per liter(µg/1). The <br /> plume of MtBE contaminated groundwater has reached a drinking water supply well at Rocky's <br /> Restaurant where MtBE exceeds the Secondary Maximum Contaminant Level of 5 µ.g/1. Two additional <br /> water supply wells are within 800 feet of the Flag City Chevron underground storage tanks. Due to the <br /> contamination in the supply well at Rocky's Restaurant and the threat to nearby municipal wells,the <br /> Regional Board is assuming the regulatory lead on this site from the San Joaquin County Environmental <br /> Health Division. <br /> In order to respond to the threat from MtBE we are preparing a Cleanup and Abatement Order(Order) <br /> for the signature of the Regional Board Executive Officer. The Order requirements include an expedited <br /> investigation and cleanup of the MtBE plume, supplying Rocky's Restaurant with bottled drinking <br /> water, sampling two Flag City wells, and placement of cluster wells to determine the vertical movement <br /> of the MtBE plume. You are to initiate your quarterly monitoring by 25 February 2000 as scheduled <br /> previously with San Joaquin County Environmental Health Division staff. By separate letter, we will <br /> transmit thqprder with dates of compliance.
