DEC-21-1993 1659 FF6GEOLOGICPL TECHNICS TO •
4640138 P.03
GeOkV4 CT=hHeied(HC.
Saddle City C WV=
lob No.1662
December 21,1993
page 2
• It can be noted that on a case by case basis,it would bring value to the regulations to
consider the specifics of each site in evaluating the extent to which the site should be
addressed before a site certification letter is written.
• Groundwater monitoring data indicates that aromatic petroleum hydrocarbons are
intermittently detected in monitoring well MW-1,which go from non detect levels to
levels ranging between 1 and 1.9 µg/1 (ppb). By comparison, the California drinking
water maximum contaminant level (MCL) for benzene is 1 ppb (Title 22, 64444.5,
Table 5 - attached). It should be noted that the two other monitoring wells on the
subject property consistently have non detect results.
• Listed below are the results of the groundwater monitoring test results for MW-3.
Date Benzene Toluene Ethylbenzene Total Xylene TPI iasoline
(µ /l) (µ /1)
05/09/91 NDc0.5 ND<0.5 ND<0.5 ND<0.5 ND<50
05/09 93 ND<0.5 ND<0.5 ND<0.5 ND<0.5 N
06/17/93 ND<0.3 ND<0.3 ND<0.3 ND<0.3 N-13<5
07/23/93 5.0 2.0 ND<0.3 ND<0.3 ND<50
Og/07/93 ND<0.3 ND<0.3 N7]c03 ND<0.3 ND<50
10/07/93 A 1.9 ND<0.3 NDO. I ND<0.3 NDS
10/07/938 1.0 03 ND<0.3 ND<0.3 NDa50
• The Saddle City Chevron property transfer is being delayed by its groundwater
monitoring results.
• This delay would not only affect the plans of the buyer and seller, but directly
influences the ability of the operator to upgrade the underground plumbing system
and pumps and underground storage tanks.
• The soil around the tanks that is potentially contaminated with hydrocarbons will be
removed during the second phase of corrective action work and at the same time the
tank system is upgraded.
Delay of property transfer for significant soil or groundwater contamination is
understandable. Due to the very low and non detect levels detected at this site it seems
beneficial to all parties that the property transfer is completed which will allow for the
immediate installation of the upgraded underground plumbing system and pumps. In
addition there will be an agreement established with a definite time schedule for the
replacement of the underground storage tanks.
