CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM <br /> FOR <br /> FLAG CITY LIMITED PARTNERSHIP <br /> BOKIDES FAMILY LIMITED PARTNERSHIP <br /> FIRST INVESTMENT FLAG CITY CORPORATION <br /> AT <br /> FLAG CITY CHEVRON <br /> 6421 CAPITOL AVENUE, LODI <br /> SAN JOAQUIN COUNTY <br /> The subject site is an operating gasoline service station utilizing underground storage tanks (USTs) <br /> from 1984 to present The property is currently owned by the Bokides Family Limited Partnership <br /> and operated by the First Investment Flag City Corporation Cleanup and Abatement (C&A) <br /> Order No 5-00-700, issued on I March 2000, ordered Flag City Chevron to investigate and clean <br /> up petroleum hydrocarbons and MtBE leaked from the UST system at this site and submit <br /> quarterly reports :Following two years of remedial actions, decreasing concentrations of MtBE <br /> and a reduction in plume size are documented in groundwater monitoring and sampling reports <br /> This Monitoring and Reporting Program (MRP), pursuant to Section 13257 of the California <br /> Water Code, is designed to direct groundwater sampling and monitoring in order to monitor <br /> contaminant plumes and determine whether remedial efforts are'effective The Discharger shall <br /> not implement any changes proposed in this MRP unless approved by the Executive Officer This <br /> proposed MRP will replace the quarterly monitoring and reporting requirements listed in C&A <br /> Order No 5-00-700 An NPDES surface water discharge permit is also in effect at this site, and <br /> this MRP does not affect the monitoring and reporting requirements of the NPDES permit <br /> GROUNDWATER MONITORING <br /> Currently 35 monitoring wells (MW-1 through MW-18), ten extraction wells (EW-1 through EW- <br /> 10), two County Service Area (CSA) wells, and the treatment system influent and effluent sample <br /> ports are part of the Flag City monitoring program This groundwater monitoring program will <br /> include all 49 sample locations and any additional wells installed subsequent to the issuance of thus <br /> MRP, and will follow the schedule below Monitoring wells with free phase petroleum product or <br /> visible sheers shall be monitored for product thickness and depth to water only Sample collection <br /> and analysis will continue to follow standard EPA protocol <br />
