The EHD comments are as follows:
1. Regional Water Quality Control Board(RWQCB) should be contacted to assess any ground water
contamination issues.
2. If clean up goal of Not Detected(N.D.)level can not be achieved or there is any contaminated soil will be left
on site or underground, risk assessment from Department of Toxic Substance(DTSC)is recommended.
3. Address in detail how to remove and sample the contaminated soil at,near and under Chevron and PG&E
pipelines. hl addition, health and safety issue should be addressed near pipelines, which did not appear to be
addressed in detail in this plan.
4. Address in detail of the backfilling, compaction, and source of backfill material.
5. Address the existing onsite contaminated soil stockpile and final disposition of this material.
6. Provide documentation indicating the disposal arrangement.
7. Provide Subcontractor information and certification for Hazardous Waste/Material Handling.
Please note that the EHD in the beginning of this project indicated that if all contamination was removed to N.D. level,
the need for risk assessment would not be warranted nor any signoff would be needed. The present plan will leave
contamination in place, and due to recent rain, groundwater may have been impacted and exceed above the indicated
sample information; therefore, a risk assessment and signoff by DTSC with conjunction with RWQCB would be
appropriate.
If you have any questions, please contact Steven C. Shih at (209)468-9850.
Thanks,
Steven C. Shih, Senior R.E.H.S.
