- M KLEINFELDER <br /> ATTACHMENT A <br /> SCOPE OF WORK <br /> WORKPLAN <br /> SOIL EXCAVATION OBSERVATION, SAMPLING AND ANALYSES <br /> PETROLEUM PIPELINE SPILL <br /> 23577 MOUNTAINHOUSE PARKWAY <br /> MOUNTAINHOUSE, CALIFORNIA <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this workplan to Pegasus MH Ventures I. This workplan was <br /> developed after correspondence with Mr. Michael Clevenger, using Kleinfelder's current <br /> understanding of the site conditions, and is a preliminary understanding of Pegasus MH Ventures <br /> desires. <br /> Kleinfelder is committed to providing quality service to its clients, commensurate with their <br /> wants, needs and desired level of risk. If a portion of this workplan does not meet the needs of <br /> the client, or if those needs have changed, Kleinfelder will consider appropriate modifications, <br /> subject to the standards of care to which we adhere as professionals. Modifications such as <br /> changes in scope, methodology, scheduling, and contract terms may result in changes to the risks <br /> assumed by the client as well as adjustments to our fees. We look forward to the opportunity to <br /> serve you. <br /> BACKGROUND <br /> Kleinfelder conducted a Phase I Environmental Assessment (File No. 21073.P01) of the subject <br /> site in a report dated November 12, 2002. The subject site consists of agricultural farm property. <br /> During the Phase I ESA an interview was conducted with Mr. Larry Whitehead of Chevron. <br /> According to Mr. Whitehead, "a product pipeline runs through the southwestern portion of the <br /> site". To the best of his knowledge, the pipeline is an 18-inch crude oil pipeline. Mr. Whitehead <br /> stated, "that there were no reported incidents involving ruptures or leakage for the pipeline." Mr. <br /> Whitehead also stated that there are two Pacific Gas and Electric (PG & E) natural gas pipelines <br /> trending through the site." <br /> According to Chevron Pipeline Company, an 18-inch crude oil pipeline ruptured on December 4, <br /> 2003 at the subject site, releasing an estimated 750 barrels of crude oil to site soil (approximately <br /> 31,500 gallons). The pipeline carries crude oil from oil fields near Bakersfield to refineries in the <br /> Bay Area. The pipeline was reportedly ruptured during grading activities (ripping) of the soil for <br /> agricultural purposes. <br /> Chevron's consultant Cambria, documented emergency response and oil-impacted soil removal <br /> activities in a report titled "Emergency Response Environmental Report, Country Flags Release, <br /> Spatafore Property, 23577 Mountain House Parkway(Cambria Project 9483-1858), dated March <br /> 11, 2004.
