\ Mf! KLEIN F E L D E R
v
detected in two of the four groundwater samples collected. The levels detected at the depths
(first encountered groundwater) and locations in groundwater at the site were below state
and federal Maximum Contaminant Levels (MCLS) for drinking water. The extent and 41 p
distribution of hydrocarbons in groundwater is unknown at this time. Based on the
relatively low levels detected and since applicable petroleum constituents are below 9F"
drinking water standards (MCLs),Kleinfelder at this time does not recommend clean-up or
additional groundwater monitoring activities related to petroleum constituents detected in
groundwater,
3) Kleinfelder anticipates that a final excavation volume of approximately 47,000 cubic yards i
will need to be removed within the oil spill footprint during clean-up activities. Please note I
onsite stockpiles of petroleum impacted soil from Chevron's clean-up activities are not OA1 , ,
included in this estimate. Kleinfelder anticipates remedial excavation depths will range W
LE
from 12 to 20 feet bgs. The estimated depths of petroleum impacted soil and anticipated
future excavation depths are illustrated on attached Plates 2 and 3.
SCOPE OF WORK
This workplan details the scope of work for the soil excavation observation, sampling and
analysis at 23577 Mountainhouse Parkway in Mountainhouse, California (Plate 1) will be
submitted to EHD.
Task 1 -Workplan/Permitting and Pre-Field Activities
Kleinfelder will coordinate with San Joaquin County Environmental Health Division (SJC/EHD)
to obtain approval of the workplan (this document) for the proposed scope of work. A well
permit application completed by Kleinfelder and signed by the client will be submitted to
SJC/EHD. As per the permit, the SJC/EHD may bill the Client directly for oversight time on the
project.
Kleinfelder will visit the site to mark the assessment area for Underground Service Alert at least
48 hours prior to conducting the field work. Kleinfelder will also notify Chevron Pipeline
Company and PG&E at least 72 hours prior to conducting field work and will request a Chevron
Pipeline and PG&E representative to be present during field activities.
The subcontractor involved in the excavation, transportation and disposal will arrange for soil
Vjt,o profiling for gate acceptance criteria and provide hazardous waste manifests for disposal
documentation.
Task 2—Excavation Observation and Soil Sampling Collection
Based on Kleinfelder's pushprobe assessment as summarized above, Kleinfelder proposes
excavation of approximately 47,000 cubic yards of crude-oil impacted soil from within the
approximate excavation boundaries as shown on Plate 4. 'Kleinfelder personnel will be present to
observe excavation activities, document soil conditions and to collect confirmation soil samples.
44843.T04/ST04R1121r Page 3 of 9
Copyright 2004,Kleinfelder,Inc.
