Steven Shih [EH]
From: Steven Shih [EH]
Sent: Tuesday, September 28, 2004 4:07 PM
To: 'Devra Lewis'
Cc: Doug Wilson [EH]; Harlin Knoll [EH]
Subject: RE: Chevron Pipeline in Tracy
ma I
20040923-23577
Mtn House Pkw...
Devra:
On December 4th, 2003, San Joaquin County Environmental Health Department (EHD) responded
to an emergency call stating that a 18" chevron pipeline was ruptured by farm equipment.
750 barrels(approximately 31, 500 gallons)of crude oil was released from chevron pipeline.
Chevron and clean-up company estimated that approximately 400 barrels were recovered
(16,800 gallons) , which left 350 barrels (14,700 gallons)of crude oil remain onsite. The
site address is 23577 Mountain House Parkway, Tracy, a -170 acres parcel.
An assessment regarding to this spill was conducted by Kleinfelder on May, 2004. The
assessment indicates there was ground water contamination (for example: 0.8 ug/l of
benzene) .
A work plan / scope of work prepared by Kelinfelder was submitted to EHD for comment on
September, 2004. This office has prepared a response letter dated September 23, 2004 (A
copy is attached) .
Trying to make story short, there will be some contamination be left on site according to
the work plan. Therefore, it is EHD's recommendation for the RP to obtain signo£f from
DTSC and RWQCB.
I hope these information will be a start point. Did Geocon Consultant a representative
for RP? I did not deal with them on this project yet.
If I could be any assistance, please feel free to contact me.
Steven C. I work in the Central Valley Regional Water
Quality Control Board's Site Cleanup Section. Geocon Consultants called asking what the
Regional Board's involvement is or will be with the Chevron Pipeline site near Mountain
House Road. Apparently there was a crude oil release in December 2003 caused by farming
equipment. This is not a site I am familiar with and it has not been assigned to anyone
in the Private Sites Cleanup Section. Since my senior Wendy Cohen is on vacation until
10/18, I am trying to gather information regarding the site. Anything you can tell me
about the site would be appreciated.
Thank you,
1
