A
Sacramento, CA 95827-3098
Re: Oversight of Non-UST Petroleum Contaminated Sites
As we have discussed with your staff and as indicated in several
letters from your agency to responsible parties, the Regional Water
Quality Control Board (CVRWQCB) is unable to provide oversight for
the majority of contaminated sites in San Joaquin County. The
CVRWQCB is therefore recommending that responsible parties wishing
to proceed with assessment and remediation activities request
oversight from our agency.
The San Joaquin County Public Health Services Environmental Health
Division (PHS/EHD) is willing to provide oversight, as staffing
constraints allow, for petroleum non-underground storage tank site
assessment and remediation activities. This would include issuance
of site closure certification for soil contamination cases. Copies
of all letters and reports would continue to be forwarded to your
agency and the CVRWQCB would provide limited technical consultation
to PHS/EHD staff.
It is also our understanding that the CVRWQCB will not re-open soil
cases issued closure certification by PHS/EHD without cause.
If the above is not accurate, please contact me at 209 468-3431.
Jogi Khanna, M.D. , M.P.H.
Health f 'cer

aurie A.
