Box 110
Stockton, CA 95201 {
Re: 221 N Cardinal, Stockton `
As we discussed last week, the San Joaquin County Public Health Services Environmental Health Division
(PHS/EHD) has received a copy of the letter to you from the Cori!!Condon of the Central Valley Regional
Water Quality Control Board (CVRWQCB). Her letter recommends that you seek regulatory oversight of
this non-underground storage tank soil clean up from our agency.
r
As we also discussed, the PHS/EHD Site Mitigation Unit cannon take on this currently non-mandated
workload until either of the following occurs.
- The current PHS/EHD hourly rate is adjusted to recover actual costs for the oversight services
requested and to train the additional staff required for this;workload.
- The PHS/EHD is directed to perform these non-mandated activities at a net cost to the County
general fund.
I
The PHS/EHD recognizes the dilemma faced by responsible property owners and operators who wish to
resolve environmental contaminationP roblems but want regulatory agency concurrence that the clean up
is acceptable and complete. It is our sincere hope that PHS/EHD will be in a position to benefit both your
company and the business community in general.
Decisions regarding the actions noted above will be made by the San Joaquin County Board of Supervisors
and the Director of Health Care Services during the county budget hearings in August.
Please contact me at 468-3431 if you have further questions.
Jogi Khanna, M.D., M.P.H.
Health Officer {
urie A.
