CARDINAL AVENUE SITE CODE: 9245
Pursuant to our conversation on September 18, 1992, Public Health
Services, Environmental Health Division (PHS/EHD) will allow the
stockpiled soil, at the above mentioned address, to be backfilled
into the excavation which currently exists on this site, but only
under the following conditions:
1) An attempt is made to either establish the locations of the 40
confirmation samples within the stockpile, or, determine the order
in which the soil was processed through the treatment system and
then stockpiled. This information would aid in determining the
order in which the soil should be placed back into the excavation
(i.e. , N.D. /lowest concentrations first) .
2) PHS/EHD personnel will need to be on-site during all aspects
of the backfill operations. This will require a 48 hour notice
prior to the commencement of these activities.
3) PHS/EHD reserves the right to stop the process and ask for
samples of the material based on sight or smell. If "hot" spots
are observed, further remediation or placement determination may be
required on these portions of the stockpile.
4) Proper compaction of the backfill material will be required.
Should you have any questions, or wish to schedule work, please
contact, Steven Schneider, Senior RENS, of my staff, at 468-3441.
Jogi Khanna, M.D. , M.P.H.
Health Off ' r
T
rie A.
