PHS/EHD also reviewed historic documents pertaining to this site, conducted a site
inspection July 7, 1992 and has the following comments for your consideration.
Four underground storage tanks were removed April 5, 1990. Subsequently, a limited re-excavation was
attempted to removed contaminated soil. Residual soil contamination remains as a source of
contamination to groundwater and should be addressed in the problem assessment report prepared at the
conclusion of the investigation defining the extent of groundwater contamination. A number of stockpiles
resulted from the re-excavation attempt, some of which were contaminated. PHS/EHD never received a
report documenting the re-excavation or soil disposal. Please submit stockpile disposal documentation
within the next quarterly report.
PHS/EHD agrees that additional monitoring wells are necessary to define the extent of groundwater
contamination. PHS/EHD conducted a site inspection to consider the proposed placement of MW5
downgradient of MW2. The proposed location of MW5 appeared adequate. Also, PHS/EHD recommends
evaluation of an additional monitoring well, downgradient of MWI. PHS/EHD has contacted the
City of Stockton and determined that such a monitoring well could be installed in Washington Street.
Negotiations with Cal Trans and the COS to obtain encroachment permits should be initiated for the
installation of MW5. Please submit a work plan and a PHS/EHD permit application for further
investigation of groundwater contamination by August 24, 1992.
If you have any questions or to schedule a site inspection, please contact Mary Meays, REHS, of my staff
at (209)468-0337.
Jogi Khanna,>M.,M.P.H.
Health O
rie A.
