We contacted <br /> Marge Rouch about the matter, and she indicated that TSCD was also concerned <br /> about this possibility. There are several homes which are on the other side <br /> of the fence from the site, on the southern boundary (which is thought to be <br /> less contaminated than the northern part.) Marge Rauch confirmed that there <br /> was potential runoff from the site, particularly during the past and during <br /> heavy rains. Also, some recent offsite sampling in the area near the Marley <br /> office had shown high levels of heavy metals in a ditch. <br /> Soil Sampling <br /> We therefore provided assistance in designing and carrying out a small <br /> sampling effort targeted at obtaining surface soil from areas close to the <br /> site, likely to receive runoff from the site, and potentially accessible to <br /> residents in the area. on the day when samples were taken, Robert Schlag, <br /> Marge Rouch and I met with several community residents (who were accompanied <br /> by their lawyers and consultants) and learned from them where they thought <br /> they had observed runoff of "pigmented" material from the Marley site. They <br /> also pointed out areas where they thought that vegetation had been affected <br /> by such runoff. We were also prepared to sample a nearby well which we had <br /> been led to believe had recently been used for drinking water. We went to <br /> the yard containing that well, and met with the property owner. The well <br /> did not have a pump. The owner indicated that it had not been used for many <br /> years. Because we did not have a pump and because it appeared to be unused, <br /> we did not sample the well. <br /> Soil samples were taken from near the Marley fence line from ditches in the <br /> areas indicated by nearby residents and from additional similar areas, <br /> including the area near the office which was suspected to be contaminated <br /> because of prior sampling efforts. Background samples were taken from <br /> ditches in areas in Stockton distant from but similar to the area near <br /> Marley. The attached memo from me to the Hazardous Waste Unit contains a map <br /> of the sample locations. Samples were taken by scraping the top 3" of soil <br />
