State of California Department of Health Services
Memorandum
To David Siegel Date : November 13, 1986
Hazardous Waste Unit Subject:
Marley Sampling
Report
From Environmental Epidemiology Unit
Attached are copies of the laboratory reports for Marley Cooling Towers soil
samples and an assessment by COMTU sanitarian Robert Schlag. Marley Cooling
Towers is a wood preservative plant and superfund site in Stockton where
cleanup of groundwater is occurring because of contamination with hexavalent
chromium. On site soil has been contaminated with chromium, copper and
arsenic.
At the request of lawyer Victor Donahue and concerned community members samples
were taken on the. morning of October 10, 1986 from various locations around the
periphery of the Marley site (see attached map) . Locations were chosen with
the assistance of community members who live near Marley and of Marge Rouch,
TSCD. The areas were close to the Marley fence and said to be where nearby
residents might have contact with soil. (Table 1) .
All samples were 0-1" grab samples which were collected from bare soil areas
using disposable plastic towels and held in clean glass sample containers.
The results for wood preservatives arsenic, chromium, copper and zinc are shown
in Table 1. Of these, results for samples 1, 4, 5, 6 and 8 are clearly higher
than background samples 9 and 10. These samples were all near to Marley
fences. As Bob Schlag indicates in his report, although the levels are below
California Administrative Code Total Threshold Limit Concentrations, they are
higher than typical environmental levels and indicate that there may be off-
site migration. Could one of your toxicologists assist us in evaluating these
levels, particularly with respect to possible hazards to children who may be
playing in these areas?
Lynn Goldman, M.D. , M.P.H.
Attachments
cc: Marge Rouch, TSCD
