STATE CSF CALIFORNIA--HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, 00.,l O,
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISIONm
NORTHERN CALIFORNIA SECTION February 4 , 1987
4250 POWER INN ROAD
SACRAMENTO, CA 95826
(916) 739-3145
Mr. David Bates )
Chief Production Engineer PC 19 of/4
Marley Cooling Tower Company "tU'
5800 Foxridge Drive V
Mission, Kansas 66202 FEB 1G ipp-
,:ENVIROMENTAL HEALTH
PERMIT/SERVICES
Dear Mr. Bates:
JANUARY 9 , 1987 PROGRESS REPORT
Your progress report indicates that you have performed additional
drilling and monitoring well construction for the phase III
groundwater investigation and for four supplemental wells.
The Department and the other regulatory agencies involved in site
remediation at your Stockton facility were not provided with the
opportunity to comment on the new well locations before the
construction began, nor were we notified of the dates and times
of field work. The Department and the other agencies must be
involved in the planning process for the site investigation
activities, in order to expedite the subsequent review. Early
agency involvement is also beneficial to your company, since it
lessens the chance that you will have to re-do work not approved
by the regulatory agencies.
Please inform us of the dates and times when you expect field
work to be performed, so that we can arrange to have a Department
representative present. Field work includes all drilling,
construction and development of monitoring wells_, and pump tests.
I have directed Jim Austreng, who is replacing Marge Rouch as the
project engineer for your facility, to visit the site at least
twice per month and to remain in close telephone contact with
Black and Veatch, as we discussed at our meeting on the 26th.
Jim can be reached at (916) 739-4173 for notification of pending
field work.
Sincerely,
Jeanine Jones, P.E.
Senior Waste Management Engineer
