POND PREPARATION PLAN <br /> The Storm Water Retention Pond at the Marley Cooling Tower Company (MCTC) <br /> site in Stockton, California has been drained and is ready for commencement <br /> of final closure activities. To allow for gathering and evaluation of <br /> additional data to support the selected closure alternative and to allow <br /> for efficient completion of closure activities it has been determined that <br /> major construction activities in the vicinity of the pond will not commence <br /> until the spring of 1989. <br /> As stated in the draft Engineering and Environmental Analysis, the pond <br /> poses the following potential exposure routes associated with the <br /> contaminants available media and migration pathways. <br /> 1. Ingestion of contaminated groundwater. <br /> 2. Inhalation of contaminated wind borne dust. <br /> 3. Direct dermal contract of MCTC employees with contaminated soils <br /> or waste residuals. <br /> The following pond preparation steps will minimize the potential for <br /> additional exposure. <br /> 1. Potential for groundwater contamination has been greatly reduced <br /> by removal of the liquids from the pond. Accumulated <br /> precipitation will be removed from the bottom of the pond through <br /> the use of the existing pump used to dewater the pond. The <br /> removed water will be treated and discharged in accordance with <br /> the NPDES permit. A sump will be created in a low spot in the <br /> pond to enhance drainage and to maximize precipitation withdrawal <br /> from the pond. <br /> 2. The sediments and interior pond soils have not exhibited a <br /> tendency to be prone to generation of dust. Dust generation will <br /> be further minimized by sprinkling the interior faces of the pond <br /> with water. An agricultural sprinkler system will be installed <br /> around the perimeter of the pond berm. The pond sediments will <br /> be sprinkled intermittently during periods of extended dry <br /> weather. Excess water that may accumulate in the bottom of the <br /> pond will be pumped out for treatment. <br />
