WASTE DISCHARGE REQUIREMENTS -7- <br /> MARLEY COOLING TOWER COMPANY <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> 3. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 88-124. Once sufficient data have been collected, the Dis- <br /> charger shall submit a Technical Report regarding the monitoring fre- <br /> quencies and constituents in the Monitoring and Reporting Program. The <br /> Board will review the Report and may revise the Monitoring and Reporting <br /> Program as appropriate. <br /> 4. This Order rescinds Order No. 87-161 (NPDES NO. CAOU81787) , .adopted by the <br /> Board on 25 September 1987. <br /> 5. The Discharger shall submit a Technical Report before 1 January 1989, <br /> which determines treatment plant influent ground water concentrations and <br /> the treatment efficiencies for the constituents of concern. The Report <br /> shall also describe any physical or operational changes to the treatment <br /> plant necessary to meet effluent limits. <br /> 6. The effluent toxicity program which was implemented 1 December 1987, shall <br /> continue consisting of the following tasks: <br /> a. During the months of December 1987 , March 1988, June 1988, and <br /> September 1988, grab samples shall be taken once monthly of the <br /> effluent and upstream receiving water for static acute and chronic <br /> toxicity tests. These tests shall be conducted using three test <br /> species , in accordance with EPA Documents 600/ 4-85-014 and <br /> 60U/4-8b-013. The most sensitive of these species will be selected to <br /> be the test species for the chronic toxicity tests. <br /> b. Monthly and quarterly results of the toxicity tests shall be reported <br /> to the Executive Officer with the monthly monitoring reports in the <br /> format specified in EPA Documents 600/4-85-014 and 6Uo-4-85-013. <br /> c. By 1 December 1988, the Discharger shall submit a Technical Report <br /> containing and analyzing the results of the toxicity testing, identi- <br /> fying the sources of toxicity ( if any) , and proposing necessary <br /> measures to eliminate toxicity (if any) , in accordance with "Technical <br /> Support Document for Water Quality Based Toxics Control " , <br /> U.S. Environmental Protection Agency, September 1985. This informa- <br /> tion will be reviewed and effluent limitations may be revised <br /> accordingly. At that time, the Board may revise this Order to reflect <br /> new limitations. <br /> 7. Compliance with this Order may not relieve the Discharger of its obliga- <br /> tions under Health and Safety Code Sections 25249.5 through 25249.13, the <br /> Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65) . <br />
