Q_ A. GEORGE DEUKMEJIAN. The CRP, dated April 1988, was
received in accordance with Exhibit F (SCHEDULE OF ACTION OR
DELIVERABLES) of the Department 's March 1, 1988 Remedial Action
Order.
Based on our review of your submittal, the Department has
concluded that the document fails to meet state and federal
requirements for community relation plans.
Specifically, the Department found that the CRP was developed
without holding interviews with residents or local officials.
The CRP also lacked discussion of action necessary for compliance
with California Health and Safety Code Sections 25356. 1(d) and
25358 . 7 . Other issues were also noted as being insufficiently
addressed. Comments regarding these issues are included as
Attachment A.
Because of the findings noted above, I must regretfully inform
you that approval of the CRP has been denied. To correct
matters, MCTC must submit a CRP which is based on the results of
in-person interviews and which addresses all deficiencies cited.
To assist in this task, the Department will perform the required
interviews. A report of findings will then be written by the
Department and transmitted to MCTC for use in developing the CRP.
Upon receipt of the Department' s report, MCTC shall have a
maximum of 30 calendar days to submit a second draft Community
Relations Plan.
