CA0081787 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> THE MARLEY COOLING TOWER COMPANY <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> �J J <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1 . The Marley Cooling Tower Company (hereafter Discharger) submitted a Report of <br /> Waste Discharge, dated 27 February 1987, to discharge waste under the National <br /> Pollutant Discharge Elimination System (NPDES) . The Report of Waste Discharge <br /> was amended with a Technical Report dated March 1988. <br /> 2. The Technical Report presented operational data and requested revisions to the <br /> present effluent limitations. After review, the Board has determined that the <br /> requested revisions are appropriate and that the revised limitations will <br /> protect beneficial uses <br /> 3. The discharge is regulated by Order No. 87-161 (NPDES No. CAO081787) , adopted <br /> by the Board on 25 September 1987 . <br /> 0 <br /> 4. The Discharger is permitted to discharge up to 0.37 million gallons per day <br /> (mgd) of treated stormwater to the Stockton Diverting Canal , tributary <br /> to the Calaveras River, at a point approximately 1/4 mile east of the site in <br /> Section 32, T2N, R7E, MDB&M, as shown on Attachment A, incorporated herein and <br /> made part of this Order. <br /> 5. The Discharger owns a cooling tower fabrication plant in the East Stockton <br /> Area in San Joaquin County. As part of the fabrication operations , the <br /> Discharger operates a wood preservation process utilizing solutions containing <br /> Aper and chromium. In the past, arsenic was also used in the wood <br /> preservation solutions. <br /> 6. The site is divided into two areas, the North Yard and the <br /> South <br /> wood treatment activities are conducted on the North Yard Rain rfalling <br /> on the North Yard becomes contaminated when it contacts treated cooling tower <br /> components. This contaminated rainwater is collected in a storm drain system <br /> and discharged to the treatment plant in the northeast porticn of the site <br /> (Attachment B) . Runoff from the South Yard is discharged directly to the <br /> local drainage ditch system. <br /> 7. The Discharger has implemented the following site improvements to minimize <br /> contamination in the stormwater prior to treatment: <br /> a. Installation of a collection system to recycle preserving solution a <br /> spilled during wood treating operations; <br />
