eliminates the hydraulic force to drive these chemicals deeper into the <br /> soils. Copper, arsenic, and trivalent chromium will not migrate to the <br /> groundwater under the hydrologic conditions that exist now in the drained <br /> pond or that will exist after interim or final closure. <br /> Because these constituents are immobile, removal and offsite disposal is <br /> not necessary to prevent groundwater contamination. Removal and offsite <br /> disposal represents an unnecessary expenditure of more than $1,000,000. <br /> No additional environmental benefits will accrue from removal and offsite <br /> disposal of waste residues currently in the bottom of the pond. <br /> The following activities will be completed: <br /> 1. Confirm through physical tests that residual solids do not <br /> contain free liquids, or allow the solids to dry and confirm, or <br /> stabilize through the application of cementitous admixtures and <br /> confirm. These activities will be completed by June 10, 1988. <br /> 2. Install an impermeable synthetic membrane cap over the pond <br /> invert. This cap will prevent airborne emissions of contaminated <br /> dust, will prevent contact of free liquids with residual solids, <br /> and will provide a rainfall collection system to capture <br /> precipitation for processing through treatment plant. <br /> Installation of this cap will be completed by June 30, 1988. <br /> Completion of these two steps will meet the requirements of the TPCA and <br /> will protect human health and the environment by isolating the residual <br /> solids. The cap will remain in place until the Remedial Action Plan and <br /> Closure Plan have been implemented. <br /> 11654.000 <br />
