The impoundment holds run-off water generated from <br /> wood treatment operations. The impoundment operated from 1966 to <br /> 1988 . <br /> The Marley Cooling Tower Company intends to excavate contaminated <br /> materials consisting of the wood treatment chemical residue and <br /> liner, and cap the site to prevent the migration of slight <br /> residual contamination. Since the groundwater is contaminated, a <br /> Clean closure is impractical . The existing drainage system will <br /> " improved to channel run-off and to prevent run-on to the cap. <br /> The public notice was published in the Stockton Record <br /> on December 24, 1987 and distributed to the people on the mailing <br /> list on January 4, 1988 . The public comment period for the <br /> Closure plan ended on January 29 , 1988 . The only comments <br /> received were from the Marley Cooling Tower Company. <br /> Post-closure monitoring and a post-closue permit will be <br /> required. Until this permit is issued, the surface impoundments <br /> 9Rust comply with interim status post-closure care and monitoring <br /> requirements set forth in 40 CFR 265 Subpart F, 40 CFR 265. 116 - <br /> 120, and 40 CFR 265.228. <br /> The following documents are included as indicated in this final <br /> closure plan approval package: <br /> 31 2'blTR elosure Plan Approval Letter from EPA and DHS to the <br /> Facility with enclosed modifications. <br /> a) Copy of the Final Closure Plan. <br />
