Box No. 8405 ENV1R Z�SER <br /> Kansas City, Missouri 64114 PERM <br /> Dear Mr. Schnettgoecke: <br /> MARLEY COOLING TOWER PERMEABILITY TESTS, B & V PROJECT <br /> 11654 . 330 , B & V FILE G - 5. 0 <br /> In the above referenced letter, dated September 21, 1989 , <br /> Black and Veatch (B&V) proposes laboratory permeability tests <br /> in lieu of the specified in situ permeability tests for the <br /> test clay barrier, in order to expedite closure completion. <br /> The letter also forwards as an attachment, Change Proposal No. <br /> 1 - Permeability Testing Modifications For Clay Layer. <br /> The clay barrier layer will be constructed over the hazardous <br /> waste in the Marley Cooling Tower Company surface impoundment <br /> after the waste is stabilized and emplaced in a flexible <br /> membrane containment chamber. In view of the above, and the <br /> resultant additional protection provided the environment, the <br /> use of laboratory permeability tests in lieu of in situ <br /> permeability testing of the test clay barrier layer, is hereby <br /> approved, subject to the conditions listed below. <br /> The following conditions were developed from review of the <br /> subject documents and are provided for guidance and <br /> modification of the Change Proposal No. 1 (CP-1) : <br /> 1. The cover letter reference to 90 percent relative density <br /> and all such future references should specify whether the <br /> relative density was determined using the standard or <br /> modified proctor method. <br /> 2 . CP-l: <br /> A. It is unclear whether or not the sand cone and <br /> nuclear density testing will be performed on the <br /> test barrier layer. CP-1 does state that procedures <br /> for the test barrier will duplicate construction <br />
