WASTE DISCHARGE REQUIREMENTS -3- <br /> MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUIN COUNTY <br /> breakthrough. The Discharger was required to submit a revised Operation <br /> and Maintenance (0&M) Manual for the treatment plant. <br /> 14. The Discharger, as proposed in the RWD, intends to expedite the expansion <br /> of the existing on-site water treatment facility to 0.59 mgd to the same <br /> outfall point in the Stockton Diverting Canal . The expansion is needed <br /> to control off-site contaminant movement caused by recent changes in <br /> ground water gradients in the vicinity of the North Yard. Groundwater <br /> will be extracted from extraction well EW-1 and monitoring wells MW-213 <br /> and MW-214. <br /> 15. The Discharger intends to construct an new electrochemical reduction and <br /> precipitation treatment plant to remove contaminants from the water, as <br /> shown on Attachment B. This system will be operated in parallel to the <br /> existing ion exchange treatment system. The new system should be on-line <br /> by mid-December 1990. Ground water treatment will now consist of various <br /> combinations of the following unit processes: flow equalization, <br /> reduction, precipitation, settling, filtration, pH adjustment and ion <br /> exchange. <br /> 16. This new plant is an interim expansion. Additional treatment capacity <br /> may be required at a future date. <br /> 17. The RWD describes the stormwater and ground water influent <br /> characteristics as follows: <br /> Average Flow: Existing Plant - 0.374 mgd <br /> New Plant - 0.216 mgd <br /> Average Temperature: Storm water - ambient <br /> Ground water - 68 F <br /> Ph: Ground water - 7.0 to 7.5 <br /> Ground water (mg/1 ) <br /> Constituent Storm Water (mg/1 ) Existing Plant New Plant <br /> Total Chromium 1 .00-8.00 0.75-1 .50 16-22 <br /> Chromium VI 0.75-7.50 0.70-1 .50 14-20 <br /> Copper 0.50-8.00 <0.008 0.001-0.010 <br /> Arsenic 0.05-0.20 <0.01 <0. 1 <br /> TDS 450-550 500-650 <br /> EC (umhos/cm) 450-650 550-800 <br />
