 GEORGE DEUKMEJIAN, Gcwmoi
SATE OF CALIFORNIA—HEALTH AND WELFARE GENCY
DEPARTMENT OF HEALTH SERVICES RECEIVED
TOXIC SUBSTANCES CONTROL PROGRAM ,14 /
REGION 1
10151 CROYDON WAY OCT 2 3 1990
SACRAMENTO,CA 958272106
(916) 655-7700 ENVIRONM {EAM' ly;;,
Mr. David Bates PERMI j ES
Chief Production Engineer
The Marley Cooling Tower Company
5800 Foxridge Drive
Mission, Kansas 66201
Dear Mr. Bates:
REVIEW COMMENTS ON SUBMITTALS FOR REMEDIATION OF PIPES &
CULVERTS
The attached memorandum contains the Department' s comments on
the Specifications and Documents, dated August 1990, and the
Health and Safety Plan, dated September 5, 1990, submitted
on behalf of the Marley Cooling Tower Company (MCTC) and
pursuant to the June 29 , 1990, Remedial Action Plan (RAP) .
The primary deficiencies noted pertain to air monitoring and
review of (residential) remedial action plans with property
owner(s) . The Department understands that measures to eliminate
dust emissions during excavation will be implemented, however,
without monitoring ambient conditions, the effectiveness Of
the controls cannot be evaluated. Ambient air monitoring as
presented in the attached memorandum will therefore be required.
Additionally, because chromium exposure standards vary, an
assumption will be made that analytical results represent
carcinogenic chromium (VI) . Should chromium species be
differentiated, exposure assessments could be adjusted.
In regards to reviewing remedial plans with residential property
owners, the Department requests that a representative of our
office be present at review meetings. Copies of correspondences
relating to this matter should also be forwarded to our office.
Because of the limited scope of revisions required, an addendum
to the documents addressing comments can be submitted. Submittal
of the addendum must be on or before November 6, 1990.
If you have any questions regarding the above, please contact me
or Jim Austreng, Project Manager, at (916) 855-7857 .
Sincerely,
Donn L. Diebert, P.E.
Chief, NPL Unit
Enclosure
cc: next page
