f
In your absence,I contacted Mr. Mike Inferna from your office to discuss the progress of the field
work for the above-referenced site.
Based on my telephone conversation with Mr. Inferna;Holguin, Fahan& Associates, Inc. (HFA),
I
on behalf of Chevron Environmental Management Company, is requesting an extension of the
agency deadline to complete the site assessment field work for the above-referenced site.
As you are.aware, the San Joaquin County Environmental Health Department (SJCEHD)
approved additional site assessment activities in correspondence dated September 17,2010. The
SJCEHD's letter stated a deadline to complete the field work by November. 19, 2010.
HFA has been conducting field work at the site since Monday,November 15, and was scheduled
to complete the proposed activities by the specified deadline. However, due to unforeseen'
complications and encountered conditions, the work is progressing much slower than planned..
The main encumbrance is significant amounts of construction debris that is being encountered at
depths of 4 to 8 feet below grade. The moderate to large pieces of concrete and asphalt pavement
are hindering clearance of the boreholes for utility clearance and also hindering the overall
advancement of the.proposed CPT borings. The debris has necessitated the mobilization of two
additional pieces of equipment, including a different CPT.rig. HFA's field schedule has already
been extended into next week based on the delays and availability of alternate equipment.
Going forward, HFA expects to collect the required CPT data by friday,November 19, 2010, and
complete the soil and groundwater sampling the.following week.. In order to allow for additional
unforeseen conditions and account for the upcoming Thanksgiving holiday,HFA kindly requests
a 30-day extension, which would set a new deadline to complete fieldwork by December 19,
2010.
Thanks,
Eli Scott
Associate Environmental Scientist
Holguin, Fahan &Associates, Inc.
5627 Stoneridge Drive, Suite 320
Pleasanton, CA 94588
Office: (925)397-0997 x403
Cell: (805) 766-3770
Fax: (925)737-0065
I
I
11/19/2010
