Date: January 16, 1991 <br /> Chief, NPL Unit <br /> Site Mitigation Branch, Region 1 <br /> From 10151 Croydon Way <br /> (916) 855-7857 <br /> Subject: COMMENTS OF DRAFT PLANS FOR REMEDIATION <br /> On 3 December 1990, the Department received draft plans for <br /> remediation of deep soils and ground water at the Marley <br /> Cooling Tower Company (MCTC) Stockton facility. The <br /> submittal, authored by Black & Veatch, Engineers-Architects, <br /> was made pursuant to the MCTC, 29 June 1990, Remedial Action <br /> Plan (RAP) . Documents provided include project description, <br /> specifications, as well as civil design drawings. <br /> Note: On 15 January 1991, a site visit was conducted <br /> to observe status of pipes & culverts and surface soil <br /> remedial activies and to familiarize Cam Williams of <br /> the Regional Board with the site. Subsequent to the <br /> site tour, a meeting was held to discuss design plans <br /> for subsurface (deep) soils and ground water <br /> remediation (see attached list of attendees and <br /> meeting memo) . <br /> REVIEW COMMENTS- <br /> In general, the draft plans are thorough and provide detailed <br /> discussions of proposed actions. Some points however were <br /> noted and should be addressed prior to implementation. These <br /> points are summarized below: <br /> Subsurface Soil Flushing System <br /> 0 Estimated flow rates for pilot study and full scale <br /> operations were not included in project description. <br /> The information is necessary to estimate zone of <br /> saturation. <br /> o Records indicate lysimeters 1A, 1B, 1C may not be <br /> functional. An assessment should be performed prior <br /> to implementation of pilot study. Should assessment <br /> confirm lysimeters as non-operational, replacements <br />
